Why cant i talk to cid and get the cutscene?

so i locked all the worlds that i can get to right now and i have tried to talk to cid and there is no cutscence after. I dont know where to go or what to do. ive looked through a lot of walkthroughs but all it says its that i have to talk to him. well ive talked to him and nothing happened. please someone help me i want to get to hollow bastion!
