What does locked down unit mean?

You are not allowed to change anything because your unit is within the window for deployment. You may not have seen the orders, but believe me they are on the way. The higher command receives the orders long before the unit that is deploying does. It is sometimes 180 days out. Lock Down means you can not do anything to change your current assignment.
